Sigmund Rugumbi

Regulations Specialist

Sigmund (“Siggy”) is a Ugandan-trained lawyer with 7 years of experience, knowledgeable in land law, oil & gas law, human rights, administrative law processes, legislative lobbying and legal research. After relocating to the United states in 2018 he joined the Emerald Law Group as a regulatory and compliance consultant in the cannabis industry.

Using his vast experience in land law, legal research, administrative law processes and human rights, he helps our clients navigate the ever-shifting ground of both local and state regulations that govern the cannabis industry.

Sigmund helps clients identify the right properties for their cannabis cultivation, retail and distribution projects by taking on a hands-on approach which begins with visiting the proposed sites and preparing didactic property evaluation reports aligned with the client’s interests offering evidence-based recommendations for the best kind of permit type in the industry.

He also works closely with the team in preparing different cannabis business permit applications, corporation formation, drafting leases, and the day-to-day dealings with the state licensing departments like the Department of Cannabis Control under the California Department Of Food And Agriculture, Department Of Fish And Wildlife and the California State Water Board.

Given the complexities in the industry, clients will from time to time be issued Notices of Violation and will need operational permit maintenance and review. Part of Sigmund’s work is to help clients with such matters from a regulatory perspective leading them on a path of compliance in the cannabis industry.
